I'm not sure, but my guess is "black" was based on skin color or "white" celebrities known to have non-white ancestry (i.e., Logic). I could be wrong, but parts of Europe may still identify people as black based on skin color, not solely as in having black African ancestry, as the U.S. does.
I think black was used in the international way - based on skin color or having nonwhite ancestry, instead of the American way, which is specific to only having black African ancestry.
