I just did, but on Win 11 that video changes the desktop resolution, and then just won't show. Then after it's over the game itself is messed up. I've TV connected via HDMI, so half of it ends up there. And there's no border window to drag it back. I had to restart the game to fix it. At least there's RU-vid.

Way late on this, but the main method is to focus on getting more gold. With more gold you can afford to boost your research (less turns to complete) you can also choose to buy other techs from civs (again more gold.) If youre more of a forceful person, try going to war with an advanced nation and after beating them enough, force them into a treaty that makes them give you tech to catch up.
I really would like to transfer this version of the "Science" victory ending movie to all the follow up Civilization games (4, 5, 6), well perhaps with the "Science" victory of Civ 4 when the ship actually arrives. Civ 6's Mars colonization may make more sense but it lacks the atmosphere of Civ 3's "Science" victory. Plus I really like the spaceship design in Civ 3, I want a model of that thing.
I get such a lift from the triumphal music as the starship takes off, then it quietens and the dandelion lets go, and I'm a mess, snuffling, tearing up, the works. The best Civ cut scene, ever.
That's Bucky. He only got worse and worse after CACW and Wakanda couldn’t figure out what to do with him, so Wakanda staged a whole settling-another-planet-with-their-colonists cover in order to send him to the moon or something. That shuttle doesn't have a destination and is programmed to crash or explode far away in outer space. There's no one else in the shuttle besides Bucky. The Bucky from IW onwards is just a paid actor doing white face and impersonating him.
For the amount of technology they had, this is remarkable. I feel like Civ IV's space race victory movie was a follow up to this. Also, 4 people lost to Babylon when they had one part left
At the very end, when it shows the dandelion seeds blown away by the wind, it's symbolic, it shows that as the seed leaves it's home, it journeys far to find a new home, just as the humans do with their spaceship.
I'm not sure why I loved these games that time and nowadays. Maybe it's because these primitive graphics forced you to carry in some kind of "imagination" which caused more fun and suspense which made these games that interesting. Or it's because I grew up with these games and it's just a good old memory. I'm curious if today's kids would love these kind of old style games too?

Nah, Civilization IV had great in-game videos. Just look up the wonders videos and you'll see what I mean, and the Civ IV conquest victory video was amazing. Civilization V in general just felt lazy... It had a few good ideas, but all in all, was a huuuuuuge leap backwards for the series.
