I know how to do everything else but the whole who's paying for the ads and if its there company paying for it do I ask them how much they are wanting to pay in ads or how do I go about that if you don't mind helping me with that please!

Would this be true for video agencies as well? For instance, I've been in fashion, CPG, and luxury for 6 years, filming content for brands. Most brands I see on IG have horrible content that gets no engagement and their ads are mostly photos.

You pay for the ads. this will make it a lot easier for your client all they have to pay is 1 fee for example 1000$ to you and you do everything for them
