Can really relate to this. Esp. with Mike Warnke (correct spelling is Wonkee, LOL). His earliest albums hit me pretty hard. Then came the Cornerstone expose (my favorite magazine at the time, since when they were a fold-over newspaper like Rolling Stone). Supposedly, he personally led a lot of young musicians in his arena into smoking dope). Sadly, JPUSA had problems of their own later, too.
It's a reference to spell slot system from cRPGs like Baldur's Gate, Pillars of Eternity, etc. Some people do prefer this over trivial mana bars. I think this perk was made mainly for these kinds of ppl.

Vancian Magic makes Concentration Spells insanely powerful as long as you don't let go of the button once you start casting. I'm playing two pure Mages, one an Altmer in Survival who isn't using Vancian Magic because I want to get as much autocasting as possible via Ocato's Recital and Contingency. Contingency does not play nice with Vancian Magic. The other character is a Khajiit with Vancian Magic. At 30 Alteration, she can spam Concentration Spells for the next 19 Spells. Then at 50 Alteration she gets another 10 Spells to play with. At 70 Alteration she can only use 14 before the next Spell makes her lose all Magicka, but with Intuitive Magic, she can still spam Novice Spells. I get far more out of her 15 Spells than I do with him out of his hundreds of Magicka. 8 hours of Dragonflesh Spell is pretty nice.
