The album cover is artwork from some European artist that had his painting on display. I doubt the cover is for that simply because the album doesn't revolve around her, but possibly a case for most of the songs. It was also picked for its uncanny appearance.
For those who are interested in this story and are curious as to the current situation. Martin Heidgen's most recent appeal was declined in September of 2011 by the New York State Supreme Court Appellate Division. However, he can still appeal to the state’s highest court - the Court of Appeals. Which so far he has not done.

@socc3rgrl I'm with you on this. I grew up in Kings Park, now live in Jamaica Queens. But every time I take the parkway to get to Long Beach in the summer I see the memorial for Katie. and it rips my heart out...
