Same thing happened here in Mississippi during Katrina. FEMA was non-existent right after the storm, but every one in the region and a lot of people from across the country came in and helped (especially churches). As soon as Red Cross and FEMA got there, they were nothing but a hindrance and actually seemed like they tried in every way to prevent people from helping each other.
