As mentioned in the pinned comment and the video title, the bug was patched by the developer. But you can watch the linked video in the pinned comment to see the other places you can find all the keys.
It's really difficult to beat the game using a wrench in Survivor Difficulty with only 3 plasmids - Electrobolt, Incinerate and Telekinesis. And having Vita Chambers disabled. Try it yourself!
