I found out why my panel didn't show more than three stars. The other two are blocked by, what I assume is, baked in penetrant. In trying to kill the fluoresce between tests, I baked it in a toaster oven. That was at a time before I had a lot of information about these panels. When certification time came, it failed and that's why it failed. At least we got to see three stars.
