If by dominant you actually mean a 7 chord (which is what I think you mean) then sometimes you can play the dimi arpeggio from the flat nine. Sometimes. It’s best not to make such general claims when they obviously do not hold.
Really great transcription very close to Django (maybe the closest i've heard on RU-vid). Whish i learned the solo off this video when i started playing a year ago

BIRELI plays this lick using sweep picking. I'm not. And if you happen to play Gypsy Jazz in a Manouche guitar, you'll probably understand how difficult it is... this is not an electric guitar.
