so you are suggesting to have the same set of packages installed on host computer even though everything is already available inside docker container? that's lame to say at least and completely defeat the idea of using docker containers to make all developers use exactly the same set of os and python packages. otherwise you can get into a mess when it worked on one host but failed on another. why not just mount `./alembic/` host folder as a container volume for the time you need to create new migration. then execute alembic inside the container. that would make new files generated inside container also available on the host. then make all changes to those files on host. test them inside container and once you're happy create new docker image with new migration files or let ci/cd do that by committing changes.
