In terms of what to do with a dying university you mention that the university needs to dramatically cut expenses and sell real estate. You can not cut your way to solvency. The university MUST raise funds. Fundraising and advancement are the most important thing a university can do. Every student brings only a small excess money but fundraising is dollar for dollar. IMHO, of course.

As a parent, helping my kids shop for colleges, we are only looking into institutions that partner with corporations that will build a bridge to a career after they earn their degree. We aren't the only ones taking this approach. Also, why aren't colleges giving priority enrollment to local students to ease the demand on the campus housing to avoid creating a homeless student population? That is a way to keep college affordable (paying full price for tuition, maintaining operating costs for the college) if you have kids living at home while attending as a commuter student. That would allow colleges to retain more students while keeping budgets in tact. That is a win-win for the college and students.
