By the sounds and quality of the call. Was this done on the NRN network or CSR radio system? Since judging by the date of the video I assume this is entirely before GSM-R was introduced?
Not as uncommon as it might sound,I’m a driver and witnessed this very thing with a man in a Co-op store car park as i left the station some years ago😂
We once had a woman in basque, stockings and suspenders sat on a Gate at Frickley, on the Swinton and Knottingley Joint waving at the trains as they went past. She became known as the "Freckly Flasher" I also once had a man exposing himself on a London Bound HST sat in coach A. Nothing new in any of this I suppose.
