Errr, what war? Didn't you guys surrender early; this is your ally's secondary community, who were having a downtime season (so about 1/3 strength). Nice of you to club a baby seal and preen over it dude...
You need to upgrade your ship to 100 tech points to gold it and upgrade all its module to get the new model, the new model doesn't give you any buffs though.
