Update on my previous post. And big Thanx to the creator of this video and this is in no disrespect in any way. If you want a true manga background follow the video like it says,but just how you crank saturation all the way down,crank the brightness all the way up(do the same for layer 3 blur effect crank it all the way up)in layer 1 after you merge layer 3 to layer 2. After that convert layer 2 into multiply and copy it 6 times not 5(if you want 5 go for it.) then after that merge down everything,then hit the gear symbol and convert layer into 1bit layer.
For iPad users. Most of your tools are located in the filters option by selecting the 3 dots symbol above your layers located on your right. Select filters. Your hue will control brightness and saturation, you can also use monochrome as well.
Holy jesus It looks very good but there is no way my anime art style would be capable of doing that (I outline everything with black and I draw on paper)
