By far not his greatest rhetorical speech( Moon speech/Inaugural Address/Oct.22.'62) but one of his most insightful; "NÒT A PAX AMERICANA" Far ahead of his times-going for Détente in the mid-sixties which was Likely because he and Chroestjov-bóth WW II veterans-understood /even liked eachother. Kennedy never tried to humiliate the Russians. There was huge respect. Something that is painfully absent today. The worst thing you can do in a war is not understand your enemy or the reasons why they are fighting you. Johnson betrayed his ignorance in this and many others about the real reasons why the Vietnamese did not want outside influence in their wars. According to historian George Donelson Moss, Roosevelt deliberately misled Americans by reporting the Greer incident as if it would have been an unprovoked German attack on a peaceful American ship. This "shoot on sight" policy effectively declared naval war on Germany, and was favored by Americans by a margin of 2-to-1.

What Roosevelt failed to mention in his broadcast is that in each case the U.S. destroyers had been involved in attack operations against the German submarines, which fired in self-defense only as a last resort. Hitler wanted to avoid war with the United States at all costs, and had expressly ordered German submarines to avoid conflicts with U.S. warships, except to avoid imminent destruction. It was Roosevelt's shoot-on-sight orders to U.S. Navy vessels that were designed to make incidents like the ones Roosevelt condemned inevitable.
