He has the authority to refuse any bid, and therefore require any increments from the bidders. It seems a bit if a shame that he accepted that 1,610,000 bid, as if he'd refused it and demanded a 50k increment, that bidder would have probably paid it. And if he hadn't if would've gone to the bidder that had been more agresstive throughout the auction.
