The number of penalties (conceded, but also won) seemed insane, even more than against New York, and made for a very frustrating watch. Am I wrong, and if not, what needs to happen to address that aspect?

Problem with that logic is that there was no Toronto player legally permitted to be under the ball. One can't go to ground under a maul which is still upright and wait to trap the ball eventually put down. Bad call by the referee.
