The Witch King was a good guy, he indirectly shows his care for his nation, Leithanien, through his study of arts although his way was too cruel for the world to accept his good will. That's why he was deemed to be a mad man even though he just want to protect his nation from the unspeakable horrors, mostly from the Void since his best friend told him about it (The Lich King). He then clashed the theory of Arts and of the Void Realm, it's stated that one can't use arts in the void since it's nothing from the beginning and the end. And yet, the Witch King tore open that said space and just inject his arts through the Void, creating what they called "The Bubble". It's very fragile at the moment of Zwilingstürme I'm Herbst because it has survive more than 20 years since the Witch King died with his echoes maintaining it (remember, Echoes are made through arts), so what we have is just the reminiscence of the Witch King's arts and his power... Even the original Witch King that the twin empresses fought was heavily Debuff since he has done the deed of depleting his arts to create the bubble, his Echoes, and also maintaining another whole different Leithanien inside that very bubble (in the story it's statedt that there's a whole new Leithanien inside that very bubble through illusion arts, although at the moment of Zwilingstürme Im Herbst half of the Leithanien already destroyed by the Void). After all that, it still took the Twin Empresses to defeat that weakened-state-Echoes-of-the Witch King
No, I think the Bubble has survive even longer than that since it's still there even when the Witch King still alive... So it has survive approximately 30 years which is crazy for a mortal to achieve such things. He's truly the strongest caster to ever grace the Terra
