So I’m very confused as to why on that and you need Joist hangers when you’re going through the outside band board with the screws very confusing as to what they’re actually doing. Lol
Never notch. Mount to inner side of rim joist and box it in with same size lumber as joints. Reef everything together with ledger screws. It will never move

It's a crapshoot when you hire anyone nowadays. I try to find 2nd and 3rd generation specialists. Usually old school skill has been passed down vs new school cheap and fast techniques that won't last. Most are in it for the quick buck. Legally, you can't do anything because they tried their best even though it's fubar'd.

Who would have thought to dig for previously installed footers if they are covered with 2 inches of dirt and grass? Only those who were going to dig to install footers. If you're going to add a hot tub after the fact, make sure it is well supported. If you know that there's going to be a hot tub up there, footers. Period Should be footers for that large of a deck anyway.
That was definitely not a contractor. That was, "I found someone that can do a cheaper" guy. Ill put money it! I've been contracting so long. I can pick off these, "half price" " cash only" cons a mile away. I warranty all my work for quality. If it's in my control, than its my problem to fix. No way, I would have allowed that to slide. That's just a garbage job. Half assed and cheap
It’s intentionally built that way to operate as a type of spring when that area of the deck is under load (when the hot tub is filled with water). This isn’t a mistake or laziness it’s a valid construction technique you clearly aren’t familiar with.
