You use it for example when you pay for the table in the restaurant in order to be nice, "auf mein(-en) Nacken". oder "heute auf dein(-en) Nacken?" meaning: you pay for this night out? But in this case, the state pays. I dont know if it alludes to social fraud. It is a stereotype for kurdish immigrants to do that
I think that´s one of the biggest problems about the german language, jokes translate in a lot of languages relatively well, but not at all into english.
