I tried to adjust the tension where the spring is as shown by your video. It did not work (collaspe), however when I adjusted the tension on the other end, near the handle, the stand was able to collaspe!

Also, you can tighten the cables by the handles as well in the same fashion. Two 5/16 open faced wrenches are useful for the nuts, if you can't move them with your fingers. I also swapped the cable positions by the handle, which only needs a Philips head screwdriver and 5/16 socket.
