Its crazy that around 10 years ago you could get a build a bear for a reasonable price and now there like 30 dollars for a bear then like 80 if you get a outfit and the bear.
Eh, it's not that much more than it used to be. About 15 years ago I got a Pawlette (the standard bunny) for $16, it's now $22 according to their website. The outfits have always been expensive, same with any of the licensed plushies.
Babies are born with really soft and flexible bones, so their skulls/head could get misshapen if they lie on it a lot, etc. so they put helmets on them to protect the skulls shape.
I'm not sure if you know this but they release a different pattern or design for the birthday bear every year so you can go back every year and get a new one if you want. The price is just your child's age, so next year it would be a $2 bear and the year after that it'll be a three-dollar bear.

Normally u need to pay full prize but if it is your bday u just need to pay how old u are turning, so I’m turning 15 next month and I will but it on me bday I just need to pay 15 instead the full prize
