"Cornucopia of development opportunities" according to who ? Just ask Pacific Open Space Trust first. Those rich little old ladies in cahoots with county politicians just want Open Space. You think in there hearts they want anything else. In my opinion you can't do anything else but renovate what's existing. Thats not much for $25 mil.
