Dollar tree sells pool noodles all year because people use them for crafts for Halloween and Christmas and they actually have all thier summer stuff out and they also sell those broom clips as well, they keep them where they have thier garden supplies.

MATCO Tools is an economy line of tools from Mac Tool company. Both Mac and MATCO have tool trucks like Snap-On. I prefer MATCO and Mac wrenchs over Snap-On. The edges are not tampered to a sharp edge.
Get a second clip like the one that holds the top of the broom. Place it towards the bottom so both top and bottom of broom are clipped into place to prevent the banging.

Battery's some times have a memory. You should try and run the battery completely empty then Recharge them. Do that a couple of times and see if it works any better or not.
Wet tools? Just drying them is not the best option. Spray them in the box with WD40 or some other penetrating oil, then wipe the tools over to remove most surface water and before leaving them to air dry give them another spray with WD40. The oil pushes the water off of the metal and out of the little crevices you cant reach. If you are like me, I keep a bucket of oil in which I pop my tools into that I have used out in the rain. I leave the there for a few days or often until I need them again (mainly because I forget I have left them there). Its a bit messy but no rust in sight.
You need a bracket on the bottom, and that street is not steep you should come and visit where I live which is Dunedin New Zealand, which is where the steepest street in the world is.
