The Östergötland has fast torps, great AA and Good Guns which mean you can pretty much anythig you wanna build for be aware though you are also Slow, have no means to disengage and your torp Damage make it hard to dev strike stuff. also pan european DDs have a even narrower Torpedo spread aswell as heal in the high tiers.
