Care to elaborate? it's a broad topic. The Russian air defence network has decreased in size and the area it covers but most strategically important assets remain protected. The early warning and space observation networks also remain intact. Technologically speaking many nations have made significant advances in the last two decades though no nation has fielded these new technologies in large quantities, at least as far as I know.
@SpiderDroid2 - huh? Tunguska, and Pantsir-S1 guns is dual 30mm cannons who can spit over 2,500rpm and range of 4.5km. Plus Tunguska and Pantsir uses missiles who have range of 13km who have 85% average hit probabilities. So where you see this "AA guns they can't keep up 2 modern warfare"?? Do I mentioned how both these can fire while moving? TOR-M1 is pure missile system with 91% hit probabilities, and S-300PMU/S-400? Forget it. You are fool. xaxa.

@SpiderDroid2 Your not one of the smart ones, are you? if you knew anything worth knowing about air defences, you would know that Russia has long maintained the worlds most advanced air defence network, same as the Soviet Union before it.
