in our country trams are a purely subsidized transport (not a commercial - due to it's low popularity and profits), and comes as a property of municipality - thus the municipality hasnt enough money for some tens of years to deal with the trams, which are went to us from an USSR
Don't know for sure, but I think it's Russia. It's just a relic from the USSR time, but I also think that the older stuff is better up to the weather conditions there than modern stuff. I was on a holiday in Kyiv, Ukraine last year (in winter) and saw the same things. But all those buses were doing what they were designed to do, and I think public transport vehicles should more have the emphasis on functionality than appearance. The Kyiv metro has old trains as well, but they work, they accelerate like mad (far faster than the ones I'm used to in Amsterdam and Rotterdam) and the frequency is just impressive, especially during the peak: a metro every minute is possible, though it usually takes 5 seconds more. You get used to the whole atmosphere pretty quickly, just because everyone around you is used to it, you pretty much just go with the flow and quickly don't really notice it anymore. We in the West take everything we have for granted, think we are innovative, but Kyiv surprised me with many things. (but the same was true for the friend I visited there when she was visiting my country (The Netherlands) )
