I have the knowledge to answer your first two questions: 1. The ultra right (Netanyahu and religious, especially orthodox parties) have made an agreement that orthodox jews (in hebrew, Haredi) will not conscript. This has been like this since like 1970, when the rabbis in charge of the Haredis have decided to abuse heir power to not conscript them. Until now it has been a status quo agreement but this year, the liberals are pulling back and trying to make Haredis serve like everyone and the ultra right tries to make it an official law that they dont serve. 2. Nobody knows, but luckily, the supreme court has the emergency power to shut down any government decisions.
