Shokri" was born in 1975 in the city of Qazvin. It was not until he was 17 years old that he began making musical instruments with extensive studies to scientifically make contemporary instruments. With this background, in 1999, he started his research for making ancient instruments and to speed up this work, he established the first workshop for making musical instruments in Qazvin province and the following year, the first scientific classes for making instruments in the Handicrafts Organization of the country in This province was established. He then reconstructed Changi from Qazvin, which dates from the ninth lunar century, to the province's anthropological museum.
Shukri later invented the instrument "Soroush".In November 2010, the President and the Cabinet unveiled the national instrument "carpet", which was inspired by Master Shokri from the carpet. In the last two years, Shukri has been able to design and build the first wire-making machine in Iran, as well as the 3000-year-old "harp" of Ilam civilization, "Barbat" Arjan Cup (1000 BC), "Barbat" Elamite (1000 BC). «سیف‌الله شکری» به سال 1354 خورشیدی در شهر قزوین زاده شد. 17 سال بیش نداشت که ساخت ادوات موسیقی را با مطالعاتی گسترده برای علمی ‌کردن ساخت سازهای معاصر آغاز کرد. با این پیش‌زمینه، در سال 1378 پژوهش‌هایش را برای ساخت سازهای باستانی شروع کرد و برای سرعت‌ بخشیدن به این کار، نخستین کارگاه ساخت ادوات موسیقی را در استان قزوین پایه‌گذاری کرد و سال بعد، نخستین کلاس‌های علمی ساخت ساز را در سازمان صنایع دستی کشور در این استان برپا داشت. شکری در نیمه‌ی آغازین دهه‌ی 80 توانست ساخت ساز نی را علمی کند و سپس به پژوهش در زمینه‌ی ساختارشناسی و علمی‌ کردن مراحل ساخت سازهای تنبور و سه‌تار دست یازد. وی هم‌چنین نقشه مهندسی ساز «تار» را طراحی و ساز «هشت تار» را ابداع و ثبت کشوری کرد و توانست با
بهره از هنر معرق تا 6000 قطعه را در ساخت سازی ویژه به کار گیرد.
