They were determined to support Pakistan despite its military crackdown in East Pakistan. Geopolitical calculations: The U.S. feared that a decisive Indian victory could lead to a shift in the balance of power in South Asia, potentially undermining U.S. interests and its relationship with China. Kissinger expressed concerns that India's actions could threaten smaller nations globally. Misreading the situation: U.S. officials, including Kissinger, underestimated the strength and resolve of the Bengali independence movement. They believed that the Pakistani military could suppress the rebellion effectively. Humanitarian crisis ignored: Despite reports from U.S. diplomats detailing the scale of atrocities, the Nixon administration prioritized its geopolitical strategy over humanitarian considerations. The U.S. did not intervene to stop the genocide. Attempts to deter India: The U.S. made efforts to impose an immediate ceasefire through the UN Security Council before the liberation war could be concluded successfully. Nixon ordered the deployment of the U.S. Seventh Fleet to the Bay of Bengal as a show of force to intimidate India. Alignment with Pakistan's narrative: The U.S. supported Pakistan's claim that the conflict was an internal matter, rejecting India's stance that it was a humanitarian crisis requiring intervention. This stance was at odds with the aspirations of the Bengali people. In summary, the U.S. opposition to India's role stemmed from its strategic alliance with Pakistan, geopolitical calculations, and a failure to recognize the humanitarian crisis and the Bengali people's right to self-determination. The Role of the U.S. Consulate General in Bangladesh During the Genocide During the Bangladesh genocide carried out by the Pakistani military in 1971, the U.S. Consulate General in Dhaka played a significant role in documenting and condemning the atrocities, despite the Nixon administration's support for Pakistan. Archer Blood's "Blood Telegram" Archer Blood, the U.S. Consul General in Dhaka, sent a cable known as the "Blood Telegram" to the U.S. State Department in April 1971, shortly after the Pakistani military launched Operation Searchlight, which systematically eliminated the civilian population in East Pakistan. The telegram, signed by a large number of American officials stationed in the U.S. consulate in Dhaka, called out the U.S. silence in the face of the genocidal attack as "bankruptcy". The telegram stated that the views of the officers, "who are among the finest U.S. officials in East Pakistan, are echoed by the vast majority of the American community, both official and unofficial". It further pointed out that the silence of the U.S. in the face of Pakistani killings in Dhaka and the countryside depicted the American administration in poor light compared to the Soviet Union, which had called upon Yahya Khan to respect the result of the December 1970 election that gave victory to the Awami League under Sheikh Mujibur Rahman. Documenting the Atrocities The U.S. Consulate General in Dhaka played a crucial role in documenting the brutal details of the genocide conducted by the Pakistani military. Cable traffic from the consulate revealed the extent of the atrocities, with the U.S. Consul General Archer Blood using terms like "selective genocide" and "genocide" to describe the events. By halfway through the nine-month genocide, the U.S. Central Intelligence Agency gave a conservative estimate of 200,000 Bangladeshis murdered. The consulate officials were among the first to witness and report on the mass killings, rapes, and other crimes perpetrated by the Pakistani forces and their collaborators. Rebelling Against the White House The U.S. Consulate General in Dhaka, led by Archer Blood, rebelled against the Nixon administration's support for Pakistan during the genocide. Blood and Kenneth Keating, the U.S. ambassador to India, both called on President Nixon to discontinue their support of the Pakistani regime, but were ignored. Blood was eventually recalled for his actions. The consulate officials, described as "among the finest U.S. officials in East Pakistan", stood in stark contrast to the Nixon administration's policy of supporting Pakistan despite the ongoing genocide. Their efforts to document and condemn the atrocities were a testament to their moral courage and commitment to human rights.

Tikka Khan gained an infamous reputation primarily due to his role in orchestrating brutal military crackdowns against civilians in East Pakistan (now Bangladesh) and Balochistan. Some key reasons behind his notoriety: Bangladesh Genocide (1971) As commander of the Eastern Command of the Pakistan Army, Tikka Khan was the architect of Operation Searchlight in March 1971, a military campaign aimed at suppressing the Bengali independence movement. Under his command, the military attacked Dhaka University and other parts of the city, killing thousands of civilians. He infamously stated that "only" 30,000 Bengalis had been killed, despite estimates of up to 500,000 deaths. Balochistan Insurgency After the 1971 war, Tikka Khan was appointed Army Chief by Zulfiqar Ali Bhutto. His first task was to crack down on the people of Balochistan, earning him the moniker "Butcher of Balochistan". He used force against opponents within Pakistan, contributing to his reputation as a ruthless military leader. Disregard for Human Life Tikka Khan's infamous directive during the Bangladesh war, "I want the land and not the people", underscored his callous disregard for civilian lives. His willingness to use extreme force against unarmed populations cemented his legacy as a brutal military commander responsible for some of the worst atrocities in modern South Asian history.
