Which is better free exit or upgradation? In which case security not refund?

Sir if 2nd me college upgrade nhi hua to mop up tak upgrade kar skte h.?

Sir if we get a college in 1st round but we opt for ugradation. But in round 2 we don't get any college on upgradation then we can retain 1st round's seat But how do we apply for upgradation in round 3. will we have to leave that retained round 1 seat or can we keep it and still go for upgradation in round 3

As per the rules enforced in NEET 2023 counselling, if there is no seat upgrade in the first round, can the upgrade be available in the second or third round.
