Not a done-deal as yet, I’m afraid. This is too early & premature to either ‘declare victory’ or celebrate on, as far as India is concerned. Let India not buy into such rather sweet-sounding & reconciliatory overtures, statements or insinuations/innuendos from the Chinese side until such a time as the border-situation as well as border-positions currently held by the two sides on ground, change/alter/transform with China agreeing and verifiably complying fully & effectively, to withdraw to pre-1959 positions held by the troops from both sides, as has been asked for, by the Indian side repeatedly. This could well be another ploy by the CCP/PLA, to distract India or divert attention from, who knows??? Let India not lower her guard even one bit, and in true spirit of the maxim/aphorism, “Once bitten, twice shy.” As it is, the term “disengagement” looks & sounds ambiguous & dicey as also, “open to interpretation” unless it’s understood and interpreted by both sides exactly, “similarly” leaving no room whatsoever, for any misunderstanding, confusion, mis-interpretation or mis-perception, I thought. In military parlance, the term “disengagement” can be defined as withdrawal from a stated military policy, military involvement, or at the tactical level, a military position. At the operational and tactical levels, military disengagement denotes ‘ “breaking off” from a military action with the enemy and withdrawal of forces from that battle or action. Military disengagements can be a means to allow for other elements of national power to operate, while at the same time freeing the military for future needs. The term military “de-escalation” relates to the spectrum of conflict. A conflict can range from the lowest pre-crisis stage and diplomatic actions to military posturing to non-conventional war to limited war and further to a full blown out conventional war, and at the farthest end of the spectrum, the nuclear war. Military “de-escalation” refers to moving from a higher spectrum to a lower spectrum of conflict. Both sides, need to comprehend as well as spell out clearly as to what their “understanding” and “interpretation” of the term “disengagement” is: Does it merely constitute doing away with, or standing down from an eyeball-to-eyeball contact that currently exists between the troops from both sides at the LAC and not “allowing” the situation to escalate any further, BUT maintaining the status quo i.e. currently held ground-positions all along the LAC??? Or, it actually entails and involves “withdrawal of troops” from both sides, to pre-April 2020 positions in the immediate term, and then to the pre-1959 positions eventually, in a pre-fixed/determined time-frame, to be monitored & verified the progress of, by both sides, before being reported to their respective political bosses/governments accordingly, in order for them to provide suitable political guidance/directions etc. to fill-up the gaps if any, existing wherever and to accelerate the process if needed, to take things as agreed upon, to their logical conclusion, to facilitate, or fast-pace the restoration of “normal political ties or relations.”

Withdrawal of PLA should be complete. It might be partial now, but it needs to happen completely.
