মন্দা দশা ও অনিশ্চিত বাজার পরিস্থিতির কারণে শেয়ার বাজারের বহু বিনিয়োগকারী নগদ টাকা হাতে নিয়ে বসে আছেন, যোগ করলে অংকটি যথেষ্ট বড়। তারা মূলত নিরাপদ দামে দীর্ঘমেয়াদে বিনিয়োগযোগ্য শেয়ারগুলো কেনার অপেক্ষায় আছেন। বহু শেয়ার দীর্ঘমেয়াদী বিনিয়োগের জন্য খুবই আকর্ষণীয় দামে আছে, ফ্লোর প্রাইসে অথবা তার একটু উপরে। অজানা কোন সময়ের জন্য পুঁজি আটকে যাওয়ার ভয় এ শেয়ারগুলোর দাম বাড়তে দিচ্ছে না, বিনিয়োগকারীরা তাদের পুঁজির একটি ছোট অংশ। অন্যদিকে অনেক দুর্বল শেয়ার ফ্লোর প্রাইসের বেশ উপরে কেনাবেচা হচ্ছে।
