What about widening the opposite side of the river or creating a parallel channel on the other side of the river..it’ll slow down the flow of water Or create a mud bed on the river to take the boom excavator then tie the scuba diver on the post of boom excavator to dip into the exact spot of Truck where diver can do the work safely without affecting the water flow
