The UN Resolution 181( The Partition Plan of 1947) offered both parties a state. The Arabs refused and chose war. I think that with "Greater Israel" Mearshemir refers to Israel + Gaza + West Bank. Or, he refers to the much greater "Greater Israel" that would comprise parts of Lebanon, Siria, Jordan, Egypt, Iraq. The first is like already in place, they rule those lands in practice, the only reason Gaza and the West Bank still are not part of Israel officially is because there are too many Arabs in them. Israel needs to drive them away first, otherwise there would be too many Israeli Arabs.
