At the very least the UNSC should have a stated aim which automatically disqualifies membership, permanent or otherwise, when security of sovereign nations is threatened by any member. Boot them out and get on with the job of UNSC'ing in accordance with the articles/objectives of the office.

This is nonsense my friend, Its true that USA offered India permanent seat and declined because even if India takes the offer entering the permanent seat Soviet Union would have vetoed it because China was also in the offering spot America wanted a noncommunist ally but Soviet Union(a soft ally of India at the time) wanted India to back down a give the seat to China because they just became a communist nation after the civil war, so even if India tried Soviet Union might have stopped so he stepped down the permanent seat.
