The answer to preventing China from becoming a dominant power in the Indian Ocean Region is to form alliances in the region, say strategists and former military officers in this edition of Strategic Insight, our limited edition weekly programme. China is unhappy with the Quad and any other potential multinational naval grouping since it doesn’t have the wherewithal to take on several countries at one time. Our Editor-in-Chief Nitin A. Indian Navy is the only professional and competent arm of Indian defence forces and it even shows in various discussions, where the Naval officers will always present a factual assessment vs the fake bravado of army/air force. Salute.

China has spent years working out a long term systematic plan that slowly but steadily spreads with the growth, military and the negotiations with nations like a well oiled machine. At the heart of all this is the tight lipped approach to their grandiose plan keeping the nations of world guessing about their intentions, their objective and their next course of action. On the contrary, what are we doing? We spend hours and hours talking to the Americans to allow us to become a member of the nuclear suppliers group and when we got entry had no effective plans for partnership or purchase of nuclear technology. India has objective without plans, plans without money to fulfil or having both but not having the approval to go ahead due to opposition. The same is the case with anything that we embark on. China makes inroads into our neighbourhood and we are taken by surprise. Neither are we able to anticipate nor are we able to correct the mistake. We are always playing a failed catching game with no plan B if it fails. The bane of democracies, namely, leakage of sensitive information, widespread discussion on every topic however sensitive or strategic it may be, and inordinate delay in arriving at a consensus indicates the futility of all government efforts in the face of ineffective or destructive opposition. Do we know when and why China swallowed Tibet way back in the fifties? Did we know why China is developing its military in addition to its economy at breakneck speed. Did the US realise that all the help they had extended to China right from getting into the UN security council, the WTO and allowing US businesses to take advantage of China’s low manufacturing costs at the cost of their own local industries and years of technological development stolen? The US is a big power and is used to making such mistakes and withdrawing from it leaving the concerned region in jeopardy. The US, Europe and the developed countries are responsible for waking up the devil and making the world face the brunt of their folly. China is proving to be the machiavellian of machiavellians in destroying the economies, exercising military domination over neighbouring countries, claiming and occupying land belonging to other countries like the Mughals picking women for their harem, harassing neighbours by controlling water supply to Vietnam, Cambodia etc. The US, Japan, Australia and India have formed a Quad and what are we doing? Nothing worth the mention. If we think that China will attack so that we can swing into action they will not. The will keep the posturing till we are tired or lose concentration and move in surreptitiously without our knowledge.

Ancient India is submerged in the Indian Ocean. It is ours to dominate for this reason alone. In future when deep oceanic exploration is possible on larger scale then we will gain.

Looking at chinese assertiveness in IOR we should diplomatically warn our friendly neighbours like Myanmar,Bangladesh and Srilanka against extending naval facilities to china which jeopardises Indian economic and security interests . Otherwise , in long term Indian navy is bound to find it hard to counter any chinese maneuvers especially when we are confronted by their hostilities on all fronts.

If Vietnam wants, it can get better ones from USA easily. USA wants monopoly on weapons sales and Will not give chance to India in case of whole southeast Asia.

We cannot afford to increase our defence budget while a lot have to be done towards development .Hence the only option is QUAD where everything is shared.

we need to increase but that increased money should spend on India manufacturing. so quality jobs will be generated, Technology sharpens over the period. other areas also get benefited like export, imports, transportation, manufacturing.

Informative discussion. The impression one gets is that India is seriously lagging behind China in IOR and it will be a big challenge in next 10-15 years to manage China in IOR. India must grow fast and have resources to spend on its armed forces.

India should come up as a leading player with Quad group in IOR to provide assistance and cooperation with small neighbor nations and include them in military exercises so that they can have a clear sight about India so as to increase the weight in IOR

Choice for India is very tough. It’s a choice between giving up a bit of sovereignty to either China or to USA in order to achieve peace. My suggestion is to achieve peace with China, that’s cheap in the long term.

Why we should develop a trilatral maritime seccurity construct in IOR region ,why not Quad here too including Russia in it . . Though recently India conducted joint excersise with Russia even then it has been thought of her exclusion in proposed trilatral plan . Is there any streategic angle in it ....?

For all of these , need to have National unity. In India, government has to continuously deal with massive anti nationals inside country itself. Also , Pakistan all keeps us fully engaged... 10000s scratches as promised by Bhutto. By the time government feels little time to think about... Election comes.... countries like KSA, China etc can better make long term strategy.

India's maritime security should be with in the boundaries of Indian Ocean.... India would have links with Asean counterparts.... but India has the capability of naval powers when compared to China?.... In future , India should proliferate naval powers , and could not depend on the strength of the allaince countries..!!

Other example would be putting a Railway line...Local country can provide logistic support but will be billed in $$ to be paid in future...for India/Indian CO. it is an export! India can do far better job because of english language and 'Service Oriented ' mindset. As a matter of fact at each & every BRI Center 'Training & Operational services could be provided by Indians...& that too could be billed as a $$ loan...that could be 'Capitalized' as an additional loans! India can give that competition head to head with Chinese!...I am sur at every nook Indians are better...and have better reputation too!

All smaller countries need money , they hardly care for all these strategies. Lanka may be boasting today but it will kneel down very soon to Chinese bargaining ( some temporary shops like , few months EMI waivers, as happened this year in CUBA). Myanmar too will surrender and Bay of Bangal gone. So BRI through Pakistan (CPEC), through Myanmar and to open indo-Nepal border.( including near Siliguri).

What CCP is doing is to give out loans to local countries on $ basis- BRI plans ...while each components is supplied by Chinese goods & services. So in effect these are long term exports 'Creating a Royalty type revenue streams'. So money is loaned 'In kind'...and received in future $$$. If you are estimating $ 2-3 Trillion BRI Loans...with $$ revenue streams! Why can't India do it to all the allies...giving loans 'In Kind' (Goods & service-paid by India/Indian Cos. in Rupee currency) & giving employment to Indians! For example if we build an airport with everything supplied by Indian Co.s...we have limited foreign exchange exposure ...employment to Indians & future revenues in foreign exchange! This is especially good around 'Indian Ocean". competition

To be honest, India's real threat from Indian ocean is not China and will never be China. China can present easy challenge to India from land in Tibet, xinjiang, Sichuan and yunnan, so it is not necessary for China to challenge India from the sea. In indian ocean, China and India share one same interest: free and safe navigation of freight vessels. It is against China's interest to disrupt the peace of indian ocean. India has much more stakes in indian ocean. However, India visit not the real master of India ocean. The real master of indian ocean now is USA and UK who maintains military bases in Diego Garcia islands. The moment when India wants to claim leadership in indian ocean, USA will show its true colors.
