I always found it odd when they did that doesn't really make sense for someone to forgive their murderer immediately once they see them, whether it be years after or not

If William was any age over 38 in 1983 then he'd have gone through World War 2 as a child. And the likelihood of his father staying at home is very small, so William's father would have probably gone to fight in the war, and the chance of him living is minuscule too. So I think he did terrible things because he believed it may bring his father back somehow, or he had a horrible stepfather that treated him like trash. :)
