Because criminal law is beyond reasonable doubt, around 70+% belief needed, an internal misconduct is civil law, balance of probabilities, around 20% suspicion needed! The reason why MANY people accept an agreement and one off payment for resolution of a dispute, knowing that they're almost certainly going to lose the civil case!😒
