This is past-tense as they avoid it now, but certainly the Russian language was not oppressed or even discouraged in every day life. Perhaps he is saying this was Russia’s justification, but he should add that Russia was spreading propaganda.
 Also pre-invasion, and especially pre-2014 invasion, maybe with the exception of Crimea, the eastern regions were predominantly Ukrainian, but with a large percentage of Russians. He has claimed they are “fundamentally Russian”. I know folks who have fled the area, so that might be true today, not sure, but was not at the time. As I understand it regardless, the majority had no desire to join Russia. Not everyone agrees in the US on policy, and various hot-button topics, but very few are actually looking to secede.
