To add a few points for the football nerds, 1. 1990s is usually credited as the decade when football changed but it was actually the 80s in many ways. The Big five (United, Liverpool, Everton, Arsenal, Spurs) started demanding more from the broadcasters citing their legacy, success etc. Compare early 80s broadcasting revenue of these clubs with late 80s and there is a huge jump. They wanted a bigger share of the money that was distributed equally across the football divisions. They took the initiative and television channels (SKY etc) agreed for it. As you said, the Italian league, the pure greed of the big five and the need to revamp stadiums across the country led to PL's formation. 2. Influence of Roman Abramovich on the current PSR rules is huge. PSR did not exist because nobody really thought an oligarch or state owned hedge funds will end up buying football clubs. It was his investment in 2003-06 that spooked everybody, PL was stunned and when UAE bought City, everybody came to a conclusion that something had to be done.
