The situation is completely different here. Evangeline trained Veronica to kill residents, and then her father. In Evangeline's childhood, there is cruelty from a completely unrelated person. To forgive only because of childhood? This is nonsense! Put yourself in the place of any of them. Would you forgive a mother who forced her to kill, and then killed her father with her daughter's hands? Or maybe Evangeline should forgive her step-mother? Emilia probably became queen for the social approval, and trapping kids in a dungeon without food for 3 days is cruel, but she wasn’t trying to kill them.
She has no benefits in doing this to the children, why is she doing this? It would be better if she had a great relationship with them to manipulate them better
