At least you can study Finnish independently online, and maybe one day the situation will change, and Finnish language exams will be organized abroad. I have tried to find suitable Finnish language courses where one can study Finnish full-time and take a language test. I have not found a suitable course. It would be much easier to study Swedish and take a language test abroad. In Finland, you can also study to become an engineer in Swedish. The selection is broader in Finnish.
