for the legs, sl st, ch2 and hdc, would that be a total of 25 hdc or does the hdc at 9:29 count as the left leg? please answer because i am absolutely dying to make this 😭

Yes it is count as left leg one. There won't be really big problem if you get 25 stitches. After this leg joining part, the rest of the pattern is not that serious? :) It is like free-handed version.
