Due to temperature which decreases as altitude increases

But If you want to keep constant speed over altitude the your TAS will be increased. You have to fly faster to keep the appropriate value of lift experiencing thiner air with increasing altitude

Because IAS isn't actually a speed, but rather Dynamic pressure; that is the how much air if flowing into the Pitot Tube.
