Mahoragas are a race of higher reincarnated beings who were once virtuous but died with the sin of anger. The half snake beings lay in slumber until called upon to protect the Dharma. They are one of the 8 races that protect the dharma or the Buddhist law of cosmic and order. Essentially neutral/good beings that show up in time of peril. This show is heavily built around Buddhist beliefs and mythologies. It's grand!
