I think I somehow managed to read the settings for the marker tool. Min. size: 0% Density: 100% Blending: 17% Persistence: 80% And for these different shapes above the Size bar, choose number 3 (the trapezium thingy shape) At the layers/zoom bar, you need to choose the Effect bar, and then Fringe instead of Normal :) It's working really great!

In SAI, just above your layer options, there is a little title that says "Paints effect" you click the 'plus' button to open those options. Then, you have to put the 'effect' option from none to FRINGE and then you adjust it! Hope it helps!!
they used selection- increment(1) and used a bucket fill to turn it white. you need a selection first in order for it to work. it will make a boarder around any shape. though touch ups are nice. hope i helped
When you put all layers (without background!) together, select your character drawing (selection tool or magic wand tool) then click on selection --> Increment (1) and do it as much as you want. (Thats how big your outlines will be) and then you can do another layer under your character drawing and fill it with white paint. Thats how you can make a cool outline. (Sorry I am bad at explaining)
From what I can see is that the marker tool with 'Wet edge' is used alot. (Above the layer options, you see 'Wet edge' and a dropdown box. If you click 'Fringe' in the drop down box, you can create this effect)
Well if you're using a mouse, it's impossible. You'll need a tablet. Also, it just takes practice to get sturdy lines. Bumping up your stabilizer level to about S-3 or S-6 can help make the lines smoother and more flowy, like with the hair.
For the shading you have to go to "Paints effect" above the layer bar. Then once you have pressed that, go to "Effect" and go down to "Fringe." And there you have it ~ The effect she had for her shading. Thumbs up so people can see it ~
She selected the whole character then went to Selection --> Increment and clicked that until the width was achieved then coloured that selection on a new layer :)

it just needs a lot of practice to get a calm hand and cleaner lines. if you have paint tool sai you can also use the vector layers but that always has a kind of static taste with it.
I'm not really sure of the brush's setting, but I'm certain that he/she turned on the "Fringe" effect for each shading layers. As for the brush, most likely one with slight blending mode. :/
