Yes they are open during working days but from 21:00 PM - 05:00 AM evryone should be at home ( hotel ). And weekends all the restaurants/cafes have only takeaways. Many Tourists are coming already from all over the world. you can watch our new videos. welcome
Paybox. They are all over Tbilisi. Literally every 100 meters. It's used to top up bank accounts, pay bills, pay for transport (not anymore since it's all cashless but you can still top up tranport cards), you can also pay money to other people using their ID or phone number. I was shocked to see there were no payboxes in Europe because it's actually very convenient.
