I just read Dolphin once, almost a decade ago,(a masterpiece, but it is too sad, I cannot bring myself to read it again) and seeing this video always feels me with feels and brings memories of it , incredible how the scenes of that doujin still appear in your mind.

The video is based off an anime called Hetalia (personified countries) and the northern half of Italy is drowning since ocean levels are rising while his brother (South Italy) is finding a way to save him. ^^ I believe it's based off a doujinshis manga, as for the song I don't know what it's about but it suits the sad theme.
And it's about how the city that North Italy was named after, or Venice(sp?), is slowly sinking, and as it sinks the two Italy's become one, similar to Prussia and Germany, causing the death of North Italy. Of corse, South Italy would never stop looking for him. How ever, it seems in the end that North Italy was only dreaming, or having visions of what was to come.
