Tbh there have always been a bunch of mods for FGs, usually a lot quicker than this. Even SFV had mysterious mod in its first year, SFIV koriyu was made during super era, even back in S3 this game had a few mod characters, Xiao even made videos for some of them. It just happens to be that people usually prefer to mod bad games to make them more enjoyable.

We're really just not at the level of modding in completely brand new level 3s that actually look good yet, so we're stuck with adapting existing level 3s for the time being.

His hair should also be longer. His height is also wrong. He is standing up straight and yet he’s around the same height as Piccolo while crouched over in his fighting stance. If Goku stood up tall, then they would probably be the same height which is wrong.

It's essentially his ammo for the thumb flicking (the bullet he caught and used to kill the farmer). But at later levels he can also reverse beat 5M/2M to 5L/2L. At level 7 (max) he can cancel his beam with Super Dash. The effects retain even after he levels down later on.
